الملخص
إن الجزائر بالرغم من امتلاكها لموارد بشرية وطبيعية كبيرة ، إلا أنها لم تستطيع تحقيق التنمية الاقتصادية والاجتماعية المنشودة ، نتيجة لانتشار مختلف أشكال الفساد مما يؤثر سلبا على الاقتصاد الوطني، حيث تعرف الجزائر انتشارا واسعا لمختلف أشكال و مظاهر الفساد،فلم تعد هذه الظاهرة مجرد حالة عرضية يمكن احتواؤها في أي وقت وبأية وسيلة،ولكنها أصبحت آفة متفشية يصعب اقتلاع جذورها من الأساس، مما يتطلب الأمر جهدا كبيرا، وتفكيرا جديا وواعيا على جميع المستويات والأصعدة من اجل وضع إستراتيجية فعالة وآليات محكمة لتنفيذها من اجل محاصرة هذه الظاهرة الخطيرة والتقليل من آثارها السلبية ، ومما لا ريب فيه أن ظاهرة الفساد في الجزائر ليست وليدة الصدفة ، بل هي نتاج للتطورات السياسية والاقتصادية والاجتماعية التي مرت بها الجزائر، والتي ساهمت في إيجاد وتهيئة مناخ خصب لنمو واستفحال الفساد بشتى أشكاله في جميع المجالات . الكلمات الافتتاحية: الوقاية من الفساد- مكافحة الفساد- المقومات- المعوقات Abstract: Algeria, despite its possession of large human and natural resources, has not been able to achieve the desired economic and social development, as a result of the spread of various forms of corruption, which negatively affects the national economy, as Algeria knows a wide spread of various forms and manifestations of corruption, so this phenomenon is no longer just an accidental case It can be contained at any time and by any means, but it has become a rampant pest whose roots are difficult to uproot in the first place, which requires great effort and serious and conscious thinking at all levels and levels in order to develop an effective strategy and tight mechanisms to implement it in order to contain this dangerous phenomenon and reduce its negative effects At. There is no doubt that the phenomenon of corruption in Algeria is not a coincidence. Rather, it is a product of the political, economic and social developments that Algeria went through, which contributed to creating and creating a fertile climate for the growth and exacerbation of corruption in all its forms in all fields.
