الملخص

في ظل التطورات العلمية العالمية تغير المفهوم المادي والمالي كمعيار لنمو الدول وتفوقها، وأصبح هناك إجماع على أن الثورة الحقيقية تكمن في قدرة الأفراد الإبداعية، وأن العلم والمعرفة بمثابة العناصر الأساسية لقياسها، ورغم أن الجزائر مازالت تتخلف عن مواكبة التطورات التكنولوجية العالمية الراهنة مقارنة ببعض الدول الإقليمية والعالمية، وتجد صعوبة كبيرة للحاق بها، إلا أنها مجبرة على تحضير آليات الانتقال الإيجابي نحو مجتمع المعرفة القائم أساساً على الكفاءات البشرية كمورد رئيسي وميزة تنافسية، وهذا بالتدعيم الفعلي للإنتاج في مجال البحث العلمي والاهتمام بجودة التعليم ومخرجاته والاستثمار فيها، خاصة وأن للجزائر إمكانيات هائلة وثروات مادية وبشرية معتبرة، بإمكانها إحداث نقلة نوعية تضمن لها الاندماج في مجتمع المعرفة يكون آلية لتحقيق التنمية المست Abstract : In light of the global scientific developments change material and financial concept as a criterion for the growth of countries and superiority, and there was a consensus that the real revolution lies in the ability of creative individuals, and that science and knowledge as essential elements of the measure, and despite the fact that Algeria is still lagging behind to keep up with the current global technological developments compared to some regional and international countries, and find it very difficult to catch up out, but it is obliged to prepare the transition mechanisms positive about the existing knowledge society mainly on human resources as a major competitive advantage, and the actual Baltdeim production in the field of scientific research and attention to education and its outputs and invest in quality, especially since Algeria's huge potential material wealth and human saying, can make a quantum leap guaranteeing them integrate into the society of knowledge will be a mechanism for achieving sustainable development.
