مشكلة التهديدات اللاتماثلية في المنطقة المغاربية واليات المواجهة

الملخص
تعالج هذه الدراسة موضوع جد مهم ، والمتمثل في مشكلة التهديدات اللاتماثلية في المنطقة المغاربية وأليات المواجهة، خاصة بعد فترة أحداث 2011م التي عرفتها المنطقة، من هنا انبثقت أهمية هذه الدراسة الي تسلط الضوء على أهم العوامل المساعدة في تصاعد وإنتشار التهديدات الأمنية الجديدة في المنطقة، وذلك بعد غياب مؤسسات الدولة في ليبيا، هذا مما زاد في تأزم الوضع وجعل المنطقة مكان إستقطاب لفواعل المهددة للأمن والمتمثلة في ( الهجرة الغير شرعية ، مشكلة اللجوء ، فوضى السلاح ، الإرهاب .....الخ )، إضافة إلى قدرة هته الأخيرة على التوسع والإنتشار مما يجعل من الصعب على الدولة الوطنية الواحدة القدرة على التصدي و المواجهة، هذا مما جعل بالباحث يضع مجموعة من السيناريوهات المستقبلية التي تقر بوجوب زيادة التنسيق والإندماج بين الدول المغاربية، وتفعيل أليات تنموية من أجل الحد من هذه التهديدات Abstract: This study treats a very important subject consisting in the problematic of asymmetric threats in the Maghreb Region and ways of its confrontation, especially after the events of 2011 known by the region The significance of this study is emerged from that point which highlights the most important factors helping to the rise and spread of new security threats in the region, especially in view of the absence of state institutions in Libya. This worsened the situation and made the region a place attracting threats of security, such as: illegal migration, problems of asylum, weapons chaos, terrorism and so on and so forth. Add to that the ability of these factors to expand and spread, making it difficult for one State to resist and confront ,This motivated the researcher to put a set of future scenarios and recognize the necessity for the Maghreb countries to increase coordination and integration each to other, and to activate development of mechanisms in order to reduce these threats
