الملخص
The Rustumiya State was established in the second half of the second century AH. And had followed its appearance several independent states from the Abbasid Caliphate in the East on the Land of the Islamic Maghreb. Then, appeared the IdrissidesEmirateand the Aghlabidsloyalist toAbasids. In addition to Sijilmassa andUmayyad Emirate in Andalusia which was established by Abderahmane Ibn Mouawiya. It was natural, and in that case, that the region of Maghreb in which these countries were established knew various cultural and civilizational aspects, despite the political issues between hostility, Alliance, competition and conflicts on different political backgrounds and different doctrines. But the supervisor of the Rustumiya international, political, economic and cultural relations with the Umayyad Emiratein Andalusia, can notice the convergence between the concrete provisions existing in the two countries, despite the doctrinal sensitivity and the nature of the regionknown by the conflicts.
