Abstract

Le management territorial est un concept qui prône la mise en relation de l’ensemble des acteurs, l’adaptation aux évolutions territoriales et l’exigence d’une dimension collective. Constantine, dont son extension hors de sa commune sans être accompagnée par des réformes institutionnelles, son centre historique saturé et une logique d’acteurs ignorée sont des considérations qui interpellent ce concept. Ce constat suppose des deux types d’actions, l’une exogène relative aux décisions nationales et l’autre endogène ayant trait à son site millénaire. L’objectif de cette étude est d’analyser la dynamique du territoire de Constantine. Pour l’effectuer, un état des lieux a été réalisé en prenant en compte tout à la fois les communes limitrophes et la dé-densification de la ville mère. La limite des instruments d’urbanisme réglementaire et la spécificité historique de Constantine appellent à un management territorial qui combine des territoires distincts et articule différents éléments dynamiques. مفهوم الإدارة الإقليمية الجمع بين الجهات الفاعلة، والتكيف مع التطورات الإقليمية التي تتطلب بعدًا جماعيًا. وفيما يتعلق بمدينة قسنطينة، فإن امتدادها خارج البلدية من دون أن يرافق ذلك إصلاحات مؤسسية، إضافة إلى مركزها التاريخي المشبع وعدم الأخذ بمنطق الفاعلين هي الاعتبارات التي تتحدى هذا المفهوم. وهذه الحالة تفترض أن تكون الإجراءات المتخذة قد تمت وفقًا لعاملين، الأول خارجي يتعلق بالقرارات الوطنية والثاني داخلي يعود إلى مئات السنين. يتمثل الهدف الرئيسي من هذه الدراسة في تحليل ديناميكية إقليم قسنطينة. ولتحقيق ذلك، تم تقييم وضعية تطور إقليم قسنطينة في العديد من البلديات المجاورة مع القيام بإجراء تقليل كثافة المدينة الأم. إن محدودية أدوات التخطيط التنظيمي والخصوصية التاريخية لقسنطينة تستدعي اللجوء إلى إدارة الإقليم لدمج المناطق المتميزة وتوضيح العناصر الديناميكية المختلفة. The territorial management is a concept of bringing actors together, and adapting to territorial developments which requires a collective dimension. In connection with Constantine, its out-of-town extension without being followed by institutional reforms, its saturated historic center and an ignored actor’s logic are considerations that challenge this concept. So this observation presupposes the actions undertaken according to two factors, the first exogenous related to national decisions and the second endogenous goes back hundreds of years. The main objective of this study is to analyze the dynamics of Constantine territory. To do this, an assessment was carried out on the development of Constantine territory in the neighboring municipalities and in parallel a de-densification of the mother city. The limit of regulatory urban planning instruments and the historical specificity of Constantine call for territorial management to combine distinct territories and articulate different dynamic elements.
