الملخص
يرتبط مفهوم عصرنة الإدارة وتحسين أدائها القائم أساسا على مبادئ الفعالية والشفافية بمدى التركيز على أنسنة العمل الإداري، والتحكم الذكي في الوسائل التكنولوجية الحديثة، والتي تهدف في النهاية الى تمكين المواطن من خدمة عمومية ذات جودة ونوعية. والخدمة العمومية كما يعرفها خبراء الإدارة العامة هي الحاجات الضرورية لحفظ حياة الإنسان وتأمين رفاهيته، مثل الخدمات الصحية والتعليمية والثقافية، وخدمات الأمن والعدالة والسكن وغيرها، وهي بالأساس مسؤولية الدولة ممثلة في أدائها الحكومي وفق منهج عصرنة الإدارة، بضرورة تطوير الخدمة العمومية بصفة مستمرة ودائمة، من أجل تحسين الاستجابة لمختلف حاجات الناس، وتنفيذ حقوق الإنسان، وفق آليات الشفافية ونشر المعلومات، المشاركة من خلال الفضاء الرقمي والتحقيق في الشكاوى. The concept of modernizing administration and improving its performance is based, primarily, on the principles of efficiency and transparency, with emphasis on the humanization of administrative work and the intelligent control of modern technological means, whose objective is enabling the citizen to a public service of quality. The public service, as defined by experts in public administration, is a necessary necessity to preserve human life and ensure his well-being, such as health services, educational and cultural services, security services, justice, housing, etc, and is basically the responsibility of the State represented in its governmental performance in line with the modernization of administration approach with the necessity of developing the public service permanently, in order to improve the respond to different people needs, implement human rights in accordance with transparency and information dissemination mechanisms, participate through the digital space and investigate complaints.
