الملخص
تبحث هذه الدراسة في تطور قدرة الدولة لتوفير مصادر التمويل اللازمة لتغطية ارتفاع النفقات العامة، والتي تضمن استدامة المالية العامة من خلال المواصلة في بناء اقتصاد متنوع يسمح بخلق الموارد المالية الكافية لفائدة الخزينة العمومية، بحيث يلعب فيه القطاع الاقتصادي خارج المحروقات الدور البارز في حل مشكلة ضعف الإيرادات العامة خاصة في جانب الإيرادات العادية، وبالتالي تمكين الاقتصاد الوطني التخلص من مشكلة الاعتماد على، المورد الأوحد، المتمثل في إيرادات المحروقات، وهو الأمر الذي سيقلل من لجوء الدولة إلى الإصدار النقدي، والاقتراض العام في فترات انخفاض سعر برميل النفط.
