الملخص
ملخص: يهدف هذا المقال إلى إبراز دور تكنولوجيا الإعلام والاتصال في تعزيز مؤشرات الحكم الراشد (الشفافية، المشاركة، المساءلة) خاصة كونها أصبحت إحدى الوسائل الحديثة التي يعتمد عليها في تكريس هذا الحكم ، وعليه جاء موضوع دراستنا هذه ليعالج هذا الدور والذي تبلور في الإشكال التالي" ما مدى مساهمة تكنولوجيا الإعلام والاتصال في تعزيز مؤشرات الحكم الراشد ؟، ومن أجل توضيح هذا الموضوع سيتم في البداية تحديد الإطار المفاهيمي لتكنولوجيا الإعلام والاتصال والحكم الراشد، ثم سنشير إلى مساهمة تكنولوجيا الإعلام والاتصال في إرساء مرتكزات الحكم الراشد لاسيما مؤشرات الشفافية، المساءلة، المشاركة، وفي النهاية خلصت الورقة البحثية إلى نتائج منها أن تكنولوجيا الإعلام والاتصال ساهمت في إرساء مبدأ الشفافية عن طريق توفير إمكانية الوصول إلى المعلومات وعززت من مبدأ مشاركة المواطن في صياغة القرارات والسياسيات وإعداد البرامج التنموية وترقية المساءلة. Abstract: The aim of this article is to highlight the role of information and communication technology in promoting indicators of good governance (transparency, participation, accountability), especially as it has become one of the most modern means to support this provision. This topic is the subject of this study to address this role, which crystallized in the following form: The extent to which information and communication technology has contributed to the promotion of indicators of good governance . In order to clarify this issue, the conceptual framework of information and communication technology and good governance will be defined first, and then we will point out the contribution of information and communication technology to the establishment of the pillars of good governance, especially transparency, accountability, Finally, the research paper concluded that ICTs contributed to the establishment of the principle of transparency by providing access to information and enhancing the principle of citizen participation in the formulation of decisions and policies, the preparation of development programs and the promotion of accountability.
