ملخص: تعالج هذه الدراسة قوانين الأزمات والطوارئ في موريتانيا، وتبحث إشكالية حقوق الانسان في ظل تداعيات الجائحة العالمية، ومدى مشروعية التدابير الوقائية التي تم اللجوء إليها، وموائمة تلك التدابير مع دستور البلاد والتشريعات الوطنية والدولية. كما تهدف لتدوين وتوثيق بعض جوانب هذه المرحلة، من زاوية أخرى رصد تأثير التدابير المتخذة على حقوق وحريات الأفراد. وتسعى للإجابة عن الأسئلة التالية: ما هي المبررات القانونية التي استندت عليها الحكومة الموريتانية في تقييد حقوق وحريات مواطنيها؟ وما دور تلك الإجراءات في خرق مبدأ مشروعية القوانين العادية والدولية؟ وكيف يكون مصير القوانين الاستثنائية بعد الجائحة؟ الكلمات المفتاحية: فيروس كورونا، إشكالية حقوق الانسان، حقوق الانسان، موريتانيا Abstract: This paper studies the crisis and emerngency laws in Mauritania and its impact on human rights in the light of the Corona pandemic effects. The paper also examines the legitimacy of the preventive measures that have taken by the goverment, and how these measures respect the country's constitution and national and international legistlations. it aims to document some aspects of this stage. In other words, the paper analyses the impact of the panemic measures on the rights and freedoms of individuals. It seeks to answer the folling questions: What are the legistlations by which Mauritanian government justifies the restriction of the citizens' rights and freedoms? What is the role of these measures in violating the principle of the legality in ordinary and international laws? How will the future of the exceptional laws be after the pandemic?
