الآليات القانونية لقوات حفظ السلام في مجال حماية المدنيين ( لبنان نموذجا )

الملخص
نتيجة تزايد الصراعات والنزاعات المسلحة دوليا، هذا ما أدى بمنظمة الأمم المتحدة للتفكير في إبتكار قوات حفظ السلام لها آليات قانونية تستعملها في إطار حماية المدنيين ما يسهل لها المهام أثناء الممارسات العملية، ومن بين الآليات، القوانين والمواثيق الدولية التي يكون لها سند قانوني يخول لعمليات حفظ السلام حماية المدنيين بواسطة تلك القوانين والمواثيق بتطبيقها وإحترامها لها، كميثاق منظمة الأمم المتحدة وقوانين ومواثيق المنظمات الدولية الإقليمية، ومن زاوية أخرى نظام الحصانات والإمتيازات الذي يعتبر كآلية قانونية لقوات الأمم المتحدة لحفظ السلام حماية للمدنيين، لتسهيل عدة صعوبات تكون عراقيل لعمل البعثات الأممية، كما تعتبر المرجعية القانونية لقوات حفظ السلام كالقانون الدولي الإنساني والقانون الدولي لحقوق الإنسان آليات قانونية لحماية المدنيين.Abstract: As a result of the increase in conflicts and armed conflicts internationally, this is what led the United Nations Organization to think about the creation of peacekeepers that have legal mechanisms that they use in the framework of protecting civilians, which facilitate their tasks during practical practices, and among the mechanisms, international laws and charters that have a legal basis that allows for conservation Peace Protection of civilians by means of these laws and charters by applying them and respecting them, such as the Charter of the United Nations Organization and the laws and charters of regional international organizations, and on the other hand the system of immunities and privileges, which is considered as a legal mechanism for the United Nations peace-keeping forces to protect civilians, to facilitate several difficulties that impede the work of the UN missions. The legal reference for peacekeepers, such as international humanitarian law and international human rights law, are legal mechanisms to protect civilians. key words: - Legal mechanisms - Peacekeeping forces - Civilian protection.
