بقلم الدكتورة يمونة بغدادي/ رباحي، أستاذة البحث أ بالمركز الوطني للعلم الأثر (الجزائر) كلمات –مفتاح الجزائر –سياسة الثقافية –التراث-عرض حال –تأسيس- مؤسسات- أثار-استراتيجيات-. الملخص: غداة الاستقلال (1962)، سطرت الجزائر سياسة ثقافية للتكفل بتراثها الثقافي .وقد بين عرض الحال، أن شروط التطور الثقافي كانت صعبة نظرا لعدم توفر الإطار الوطني القادر على سد فراغ الانسحاب الشبه الكلي للإطارات الفرنسية.رغم ذالك ،سياسية لهيكلة مختلف أوجه التراث الأثري والتاريخي انتهجت تدرجيا، مدعمة بنصوص قانونية. إلا أن الصعوبات الناجمة عن طرق الممارسات والاستراتجيات المنتهجة لمعالجة الوضع التراثي (كمركزية طرق التسيير، انعدام الخبرات ،قلة الوسائل...) لم تسمح لقطاع التراث ببلوغ مستوى التطور المنشود و المرجو من طرف القائمين عليه. Summary: Following independence (1962), Algeria drew a political policy that aimed to manage its overall cultural heritage. The inventory of fixtures demonstrated the conditions of the difficult cultural development due to the absence of a national framework capable of filling the void caused by the departure of the absolute majority of the French executive staff. However, an institutionalized policy of the various aspects of the archeological and the national historic heritage were being progressively implemented along with an important legal system. But, the inherited difficulties with regard to the approaches and strategies that were put into effect (the centralized management style, the lack of knowledge and skills, the deficiency of resources, etc) had contributed to keep the development of the patrimonial sector to a stage that did not have the desired extent by its actors.
