الملخص
ملخص: تهدف هذه الدراسة إلى تحديد دور رئيس المجلس البلدي كآمر بالصرف، حيث أن هذه الصفة تمنح له سلطات واسعة للتصرف في مالية البلدية، مما يجعله في مركز حرج بين المسؤوليات القانونية الملقاة على عاتقه والالتزامات الشخصية المتعهد بها أمام المواطنين. وقد توصلت الدراسة إلى أن مهام رئيس المجلس الشعبي البلدي في تسيير البلدية متعددة، يمارسها أحيانا كممثل للبلدية وأحيانا أخرى كممثل للدولة، وبالنظر لأهمية تلك المهام منحت له صفة الآمر بالصرف لتسهيل عمله، لكن وبالنظر لخطورة هذه الآلية كان لا بد من خلق رقابة عليه عند ممارستها. Abstract: This study aims to determine the role of the municipal Assembly president as an authorizing officer, This gives him extensive powers to dispose of the municipality's finances and puts him in a critical position between his legal responsibilities and the personal commitments made to citizens. The study concluded that the tasks assigned to the president of the Municipal People's Assembly is numerous and varied, sometimes he is considered as the representative of the municipality and sometimes as a representative of the state, and given these tasks granted him the status of the order of the disbursement to facilitate his work, but in due to the seriousness of thes mechanism but in view of the seriousness of this mechanism, But given the seriousness of this mechanism, It was necessary to create Oversight over it when practicing it.
