تسييس الطائفية وآثاره على أمن الدولة والمجتمع: دروس من الحالتين اللبنانية والعراقية

الملخص
تهدف هذه الدراسة إلى تحليل وتفكيك ظاهرة الطائفية السياسية في المجتمعات التعددية وآثارها على أمن واستقرار الدولة والمجتمع، مستعينة في ذلك بما يمكن استخلاصه من الحالتين اللبنانية والعراقية. وقد تم الإعتماد على المنهجين الوصفي- التحليلي والمقارن في تحديد خصائص الظاهرة وأسباب قيامها وآثارها والحلول الممكنة للحد منها. وتوصلت الدراسة إلى أن تسييس الطائفية يرتبط في المقام الأول بهشاشة الدولة وضعفها، وبتوظيفها من طرف النخب السياسية أو حتى من طرف قوى خارجية من أجل تحقيق مصالح خاصة ضيقة، يمكن أن تهدد الإستقرار العام للدولة وللمجتمع معا. ويكمن الحل في تقوية مؤسسة الدولة عبر دمقرطتها، ودمقرطة الحياة السياسية بشكل عام. This study aims to analyze the phenomenon of political sectarianism in plural societies and its effects on the security of the state and society, with the help of what can be drawn from the Lebanese and Iraqi cases. We have relied on the descriptive-analytical and comparative method in determining the characteristics of the phenomenon, its causes, its effects and possible solutions to minimize it. The study found that the politicization of sectarianism is linked to the fragility and weakness of the state, and its employment by political elites or even by external forces in order to achieve narrow private interests that could threaten the general stability of the state and society together. The solution lies in strengthening the state institution through the democratization of political life in general.
