Un Développement Rural Entre Les Attentes Des Populations Rurales Et Les Contraintes Financières : Cas De L’algérie

Résumé
ABSTRACT: Rural development has always been discussed and examined through different institutions and organisms in order to ameliorate economic and social conditions of rural households, since that it has been concluded that the poor economic situation of this part of territories can harm the whole economic growth of the nation. For this, Algeria has undertaken a new strategy towards the rural areas, called the policy of rural renew since 2006, mainly to fight tne crucial problem of foof security, to create the fundamentals to implement economic development of rurals and peasants, and to extend activities in order to create more incomes and revenues for this category of population. However, the nature of the algerian economy, based mainly on hydrocarbon sector, is considered as a problem and complication since that the national budget and the financing of investments are, mostly, depending on the price of oil in the international markets, and so, this policy of rural development can’t be carried out if the external revenues are less than expected or hardly enough to follow the phases of this strategy. This paper will try to analyze how the algerian deciders behave in a face of constraints fundings in order to satisfy the large waitings of the rural population. Key-words: Rural Territories-Algeria-Development-Strategy-Revenues-Rural renew-Fundings. الملخص: لقد تم تحليل ودراسة التنمية الريفية دائما عن طريق منظمات وهيئات دولية من اجل النظر في كيفية تحسين الظروف الاقتصادية للسكان انطلاقا من فكرة ان التاخر الاقتصادي لهدا العالم قد يؤثر سلبيا على النمو الاقتصادي في هدا الاطار شرعت الجزائر في استراتيجية جديدة تحت اسم التجديد الريفي و دلك لمحاربة مشكلة الامن الغدائي خلق اسس للتنمية الاقتصادية في الريف و توسيع النشاطات للحصول على المداخيل لكن طبيعة الاقتصاد الجزائري المعتمد اساسا على قطاع المحروقات يشكل عرقلة لدعم التمويل الدائم والمستمر ودلك ان الميزانية مرتبطة بالمداخيل البترولية حسب الاسعار العالمية و عليه فان هده السياسة قد تكون فاشلة هدا المقال يحاول تحليل كيفية تعامل و سلوك المقررين امام هده المعظلة من اجل تغطية متطلبات المجتمع الريفي الكلمات المفتاحية: اقاليم ريفية –الجزائر-تنمية-استراتيجية-المداخيل-الريف-التجديد- تمويل
