الملخص
الملخص: تتولى هذه الدراسة بالشرح والتفصيل أولى المراحل التي تمر بها استراتيجية مكافحة البطالة وهي مرحلة التحضير والاعداد والتي تبدأ أولاً بطرح فكرة الاستراتيجية التي قد تتولاها جهة رسمية أو غير رسمية حسب الأحوال ومن ثم تحديد أهداف وغايات الاستراتيجية ليتبعها وضع الاطار التطبيقي لها، لتنتقل ثانياً إلى تحديد قضية الاستراتيجية عبر إجراء الابحاث الاكاديمية والتطبيقية الكاملة للإلمام بالإشكالية وجمع أهم البيانات التي يمكن على ضوئها رسم السياسة العامة للتشغيل وكذلك اجراء المشاورات اللازمة بين الشركاء الفاعلين في تنفيذ ونجاح الاستراتيجية المنشودة لتتحول ثالثاً إلى الاعلان عن تلك الاستراتيجية لتحديد اولوياتها والخيارات والمعوقات التي تقف عقبة بوجه تنفيذها لتختم هذه المرحلة بوضع الصياغة المناسبة على شكل مشروع قانون. الكلمات المفتاحية: قانون، مكافحة، البطالة، البرنامج، استراتيجية. تصنيفات Jel: J01,J08, K31.
