الملخص
تقوم الانتخابات النزيهة والشفافة على عدة معايير، منها ما يتصل بإدارتها ومنها ما يتصل بوسائلها، فالأداة البشرية هي وسيلة الإدارة الانتخابية، التي إن أحسنت اختيارها وصلنا إلى انتخابات نزيهة وشفافة تعبر عن حرية اختيار الناخب، وإن أساءت الاختيار كنا أمام عملية انتخابية مشوبة بالنقد والسخط، وكانت الدولة عناوين سلبية لتقارير الهيئات والمنظمات الحكومية وغير الحكومية الدولية، ومدار العمليات الانتخابية هو الاقتراع، هذا الأخير يؤطره جمع من الأعوان المسخرين لهذا الغرض، وهم من نسميهم: مؤطري مراكز ومكاتب التصويت، ومن هنا تتجلى أهمية دورهم، إذ تتأثر نزاهة الانتخابات بحسن اختيارهم وفعالية تكوينهم. an abstract is a brief, comprehensive summary of the contents of the article Fair and transparent elections are based on a number of criteria, including those related to their management and related to their means.
