الهجرة غير الشرعية بين أسباب الطرد وعوامل الجذب

الملخص
تعد ظاهرة الهجرة غير الشرعية من أكبر الظواهر الإنسانية تعقيدا، لأنها مست العديد من الدول دون تمييز بين ما إذا كانت دول متطورة أو دول في طور النمو، أو ما إذا كانت دول مصدرة أو مستقبلة لها أو مجرد منطقة عبور، وأثرت على علاقات هذه الدول فيما بينها، والجزائر واحدة من الدول التي تعاني من تداعيات الهجرة غير الشرعية، فبعدما كانت دولة عبور للأفارقة المهاجرين إلى دول شمال البحر الأبيض المتوسط أصبحت دولة مصدرة لها، حيث شهدت في الآونة الأخيرة تدفقا هائلا لأفواج كبيرة من المهاجرين عبر البحر إلى دول أوروبا. بناء عليه أخذت الهجرة غير الشرعية تتصدر أولويات الدول، فنالت اهتمامها وشغلت تفكيرها وفي مقدمتها دول المقصد لما تحمله في طياتها من مخاطر تهدد سيادتها بالتعدي عليها رغم الإجراءات المشددة لحراسة حدودها الإقليمية، وما تخلفه من آثار وتداعيات تنعكس سلبا على أمنها واستقرارها وعلى أمن وسلامة مواطنيها، لذلك يتعين تكثيف جهود الدول الأطراف للتصدي للظاهرة، والحد من انتشارها من خلال معرفة أسبابها والوقوف عند تداعياتها المختلفة. The phenomenon of illegal immigration is one of the most complex human phenomena, Because they touched many countries without distinction between whether they were developed or developing countries, Or whether they are exporting or receiving countries or just a transit area, And affected the relations of these countries among themselves, Algeria is one of the countries suffering from the consequences of illegal immigration. After being a transit country for African migrants to the northern Mediterranean countries, It has recently seen a massive influx of large groups of migrants across the sea to Europe. Accordingly, illegal immigration has become a top priority for countries, gaining their attention and engaging their thinking, First and foremost the countries of destination, which carry the risks that threaten their sovereignty to encroach upon them, despite the strict measures to guard their territorial borders, and the consequences of these repercussions and repercussions that negatively affect their security and stability and the security and safety of their citizens, Therefore, the efforts of States parties should be intensified to address the phenomenon and to reduce its spread by knowing its causes and addressing its various repercussions. Le phénomène de l'immigration clandestine est l'un des phénomènes humains les plus complexes, Parce qu'ils ont touché de nombreux pays sans distinction de pays développés ou en développement, de pays exportateurs ou de pays récepteurs, ou simplement de zones de transit, Et affecté les relations de ces pays entre eux, L’Algérie est l’un des pays qui subit les conséquences de l’immigration clandestine: jadis un pays de transit pour les migrants africains vers les pays du nord de la Méditerranée, elle est devenue un pays exportateur, où elle a récemment été témoin de l’afflux massif de grands groupes de migrants en Europe. En conséquence, l'immigration clandestine est devenue une priorité absolue pour les pays, attirant leur attention et engageant leur réflexion , D'abord et avant tout les pays de destination, qui supportent les risques menaçant leur souveraineté de les empiéter, malgré les mesures strictes de protection de leurs frontières territoriales et les conséquences de ces répercussions qui ont une incidence négative sur leur sécurité et leur stabilité ainsi que sur la sécurité de leurs citoyens, Il convient donc d'intensifier les efforts des États parties pour lutter contre ce phénomène et limiter sa propagation en connaissant ses causes et en tenant compte de ses diverses répercussions.
