المكانة المستقبلية للكهرباء النووية ضمن المزيج الطاقوي العالمي

الملخص

ملخص: تطورت الطاقة النووية السلمية في خمسينيات القرن الماضي في نواحي مختلفة من العالم، وقد بدا أول الأمر أنها سوف تشكل مصدرا لا ينفذ للكهرباء منخفضة التكلفة. لكن بعد توسع معتبر تم تجاوز حدود التكلفة في أعقاب حادثين نويين خطيرين في الثمانينات تلتهما حادثة فوكوشيما سنة 2011، ما أدى إلى تغير النظرة تجاه سلامة وتكاليف الطاقة النووية. يهدف هذا المقال إلى تحليل العوامل التي يمكن أن تلعب دورا مهما في تحديد مستقبل الكهرباء النووية بعد الادراك المتنامي في السنوات الأخيرة لخطر التغيرات المناخية الناجم عن استهلاك المحروقات، وقد توصلنا من خلال تحليل مقارن إلى أن مستقبل الكهرباء النووية سوف يتباين بشكل كبير من دولة لأخرى، لأنه يرتبط بمختلف التقديرات المحلية لكل المخاطر الطاقوية والتكاليف الحقيقية لكل مصدر. Abstract: Civil nuclear energy has developed in the 1950s in many parts of the world; it seemed at first that it would provide an inexhaustible source of low-cost electricity. However, after considerable expansion, significant cost overruns after two serious nuclear energy accidents in the 1980s followed by that of Fukushima in 2011 changed the perception of the safety and cost of nuclear energy. The purpose of this article is to analyze the factors that may determine the future of nuclear power after the growing realization in recent years of the risk of climate change related to the consumption of hydrocarbons. The article concludes, after a comparative analysis that the future of nuclear power would vary considerably from one country to another, according to the different local assessments of all energy risks and the real costs of each source. Résumé : L'énergie nucléaire civile s’est développée dans de nombreuses régions du monde dans les années 50 ; il semblait au début que cela fournirait une source inépuisable d'électricité à bas coût. Cependant, après une expansion considérable, d'importants dépassements des coûts après deux accidents nucléaires graves dans les années 1980 suivis de celui de Fukushima en 2011, ont modifié la perception de la sûreté et du coût de l'énergie nucléaire. L’objectif de cet article est d’analyser les facteurs qui pourront déterminer l’avenir de l’électricité nucléaire après la prise de conscience croissante ces dernières années du risque de changement climatique engendré par la consommation d’hydrocarbures. L’article conclut, après une analyse comparative, que l’avenir de l’électricité nucléaire varierait considérablement d’un pays à l’autre en fonction des différentes évaluations locales de tous les risques énergétiques et des coûts réels de chaque source.
