الإدارة الالكترونية ودورها في تحقيق التنمية الإدارية: بين حتمية التغيير ومعوقات التطبيق

الملخص
لقد أدى التطور السريع لتقنية المعلومات والاتصالات إلى بروز نموذج جديد من الإدارة في ظل التنافس والتحدي المتزايد أمام الإدارات البيروقراطية، كي تحسن من مستوى أعماليا وجودة خدماتها، وهو ما اصطلح عمى تسميته بالإدارة الرقمية، أو الإدارة الحكومية الإلكترونية أو الإدارة الإلكترونية، بذاك فإن ظهور الإدارة الإلكترونية جاء بع التطور النوعي السريع للتجارة الإلكترونية والأعمال الالكترونية وانتشار شبكة الانترنت، في حين ترى بعض الدراسات أن الاهتمام بالإدارة الإلكترونية ظهر مع بداية اهتمام الحكومات وتوجهها نحو تحقيق شفافية التعامل وتعميق استخدام التكنولوجيا الرقمية لخدمة أهداف التنمية الاقتصادية والاجتماعية والسياسية. Abstract: The rapid development of information and communication technology has led to the emergence of a new model of management in light of the increasing competition and challenge for bureaucratic administrations, in order to improve the level of business and the quality of their services, which has been termed as digital management, e-government management or electronic management, thus the emergence of management E-commerce came after the rapid qualitative development of e-commerce, e-business and the spread of the internet, while some studies see that interest in e-management emerged with the beginning of government attention and its orientation towards achieving transparency in dealing and deepening the use of digital technology to serve the goals of economic, social and political development.
