إسهام الوقف التعليمي في التنمية المجتمعيّة - وقفيَّة (wellcome Trust) أنموذجا

الملخص
ساهم الوقف منذ القديم ولا يزال في تنمية المجتمعات، باعتباره الوعاء الأمثل للنشاط الاجتماعي الذي يجمع في خصائصه بين مؤهلات القطاعين ـ العام والخاص ـ ويتربع أعلى درجات سلَّم القطاع الثالث؛ ولكونه مؤسسة ذات توجه ومجال يرتضيه الواقف في شتى المجالات (الدينيَّة، التعليميَّة، الصحيَّة، الاجتماعيَّة). وفي الدراسة حديث عن مفهوم الوقف التعليمي والتنمية المجتمعية، وعن نشأة الوقف التعليمي وأنواعه، ومدى إسهامه في التنمية المجتمعيَّة، كما تعرض الدراسة لنشأة الوقف التعليمي عند الغرب، ونماذج عنه مستوحاة من روح التشريع الإسلامي وتاريخه، وتبين مدى إسهامها في التنمية المجتمعيَّة، وقد خصَّت الدراسة وقفيَّة (Wellcome Trust) فعرَّفت بالوقفيَّة (المؤسس والمؤسسة) ، وعرضت أنشطتها ومجالات عملها، ثمَّ سلَّطت الضوء على الجانب الإداري للوقفيَّة فالقانوني ثمَّ المالي، وعرضت كذلك خطَّة التطوير بها، لتبيِّن خاتمة الدراسة إسهام الوقفيَّة القويِّ في التنمية المجتمعيَّة من خلال إنفاقها على: العلم ـ الثقافة والمجتمع ـ الابتكارات مجالات أخرى ذات الأولويَّة. The WAQF (endowment) has contributed since ancient times and is still developing societies, as it is the ideal vessel for social activity that combines in its characteristics the qualifications of the two sectors - public and private - in various fields (religious, educational, health, and social) In the study, there is talk about the concept of the educational endowment, its origin, types and the extent of its contribution to the development of society, as well as a review of the emergence of the educational endowment in the West, which the West quoted from the spirit and history of Islamic legislation and the extent of its contribution to the development of society. The study focused on the (Wellcome Trust) and its definition (founder and foundation) and presented its activities and areas of work as well as the administrative aspect of the (Wellcome Trust ), the legal, financial and developmental aspects. The study concluded that the Wellcome Trust's contribution is strong in the development of society through its spending on various scientific fields (science, culture, innovations and other priority areas).
