The challenges encountered modern enterprise With the change of vision towards human resource and the emergence of new research in the management of human resources, we are trying to search through understanding the human resources function in the organization through its role and effectiveness in the management of discretionary functions and skills. Accordingly, the the problematic is recognize the reality of discretionary management of jobs and skills organization Algerian water _ Unit Biskra _ and understand management tools and mechanisms estimated when applied within this unit
