الشبـاب والأمـن الاجتماعـي: عوامل التهديد وتحديات التمكين

الملخص
نعيش اليوم عصر تغلب عليه التطورات والتحديات المختلفة التي تتطلب تعبئة كافة الموارد المادية والبشرية لمواجهتها وتحقيق التقدم، ومن المواضيع الهامة المرتبطة باستقرار الفرد والمجتمع وتنميته الأمن الاجتماعي، ويعتبر الشباب أهم فئة في المجتمع يمكنها المساهمة بشكل فعال في تحقيق الأمن الاجتماعي، وهذا عندما يوجد تمكين للشباب في المجتمع في الحقل السياسي والاقتصادي والمعرفي، وعدم تمكين الشباب يجعلهم مصدرا يهدد الأمن الاجتماعي، فلا وجود للتنمية والأمن بمعزل عن الشباب، لكن توجد تحديات صعبة للاستفادة من الإمكانيات الكبيرة لهذه الفئة، إذ أن جزء كبير منها في الوطن العربي غير نشط ولم يحصل على الفرص المناسبة. في هذه الورقة البحثية نسعى لوصف طبيعة الصلة الوثيقة بين الشباب والأمن الاجتماعي وتحليل أبعاد هذه الصلة من خلال التحديات التي يواجهها الشباب والتي تجعله عنصرا مهددا للأمن الاجتماعي وبالتالي وضع تدابير لما يجب أن يقوم به المجتمع تجاه الشباب وضرورة إعطائه الدور الأساسي في بناء المجتمع والتخطيط له، وذلك من خلال إعطائه الفرص للمشاركة المجتمعية بكل أبعادها. Today we live in a time that is overcome by various developments and challenges that require the mobilization of all material and human resources to confront them and achieve progress. An important topic related to the stability and development of the individual and society is social security, and youth are considered the most important group in society that can contribute Effectively in achieving social security when there is empowerment of youth in society in the political, economic and cognitive field, and the lack of empowerment of young people makes them a source that threatens social security, there is no development and security in isolation from youth, but there are difficult challenges To take advantage of the great potential of this group, as a large part of it in the Arab world is inactive and did not get the appropriate opportunities. In this research paper, we seek to describe the nature of the close link between youth and social security and analyze the dimensions of this link through the challenges that young people face, which makes it a threat to social security and thus establish measures for what society should do towards young people and the need to give it the primary role in building and planning society, This is done through giving him opportunities for community participation in all its dimensions.
