الملخص
Abstract: Childhood is the most important stage in the psychological and social development in human life, in this perspective raises the importance of scientific approach in studying problems and obstacles faced by children. Among the most important of these problems, the children of unknown parents, which is a reality in our social life, and should be treated according to scientific bases away from the negative perception, which can make it a tool for the destruction of the community and its security. In this article, researchers attempt to explore the most important characteristics of the child of unknown parents. They also seek to reveal the manifestations of the suffering of this child in the Algerian society, then how he can exercise his rights, the measures to take care about him and facilitate his integration into the social life so as to live in a kind of balance, to finally reach the most important mechanisms to prevent the spread of children of unknown parents. ملخص: تُعتبر مرحلة الطفولة من أهم مراحل النّمو النفسي والاجتماعي لدى الإنسان، من هذا المنطلق تبرز أهميّة التناول العلمي لكل المشكلات والعقبات التي تتعرض لها الطفولة، ولعلّ من بين أهمّها مشكلة الطفولة مجهولة النسب، حيث تعرف هذه الفئة الهشة عقبات عدة تحول دون اندماجها في الحياة الاجتماعية نتيجة النظرة الدونية للمجتمع اتجاهها وتحميلها مسؤولية أخطاء ارتكبها الآخرون، والتي قد تصبح معول هدم للمجتمع وتشكل تهديدا لأمنه وتماسكه. يحاول الباحثان من خلال هذه الورقة التعرض لأهم خصائص وسمات الطفل مجهول النسب. كما يسعيان إلى الكشف عن مظاهر معاناة الطفل مجهول النسب في المجتمع الجزائري، ومن ثم يعرجان على حقوقه، وسبل التكفل به ورعايته والسعي لاندماجه في الحياة الاجتماعية ليعيش بنوع من التوازن النفسي والاجتماعي، ليصلا في الأخير إلى أهم آليات الوقاية من انتشار ظاهرة الطفولة مجهولة النسب. Résumé : L'enfance est l'étape la plus importante du développement psychologique et social dans la vie humaine ; dans cette perspective apparaît l'importance de l'approche scientifique dans l'étude des problèmes et des obstacles rencontrés par les enfants. Parmi ces problèmes importants, les enfants de parents inconnus, qui est une réalité dans notre vie sociale, et devraient être traités selon des bases scientifiques loin de la perception négative qui peut conduire à la destruction de la société et de sa sécurité. Dans cet article, les chercheurs tentent d'explorer les caractéristiques les plus importantes de l'enfant de parents inconnus. Ils visent également à dévoiler les manifestations de la souffrance de cet enfant dans la société algérienne, puis rechercher les voies pour exercer ses droits, les moyens de sa prise en charge et de son intégration dans la vie sociale pour vivre dans une sorte d’équilibre ; et enfin mettre à jour les mécanismes les plus importants pour prévenir la propagation du phénomène des enfants de parents inconnus.
