دور الإدارة الإلكترونية في تحسين وتطوير العمل الإداري

الملخص
الهدف من هذه الدراسة يتمحور حول إبراز دور الإدارة الإلكترونية في تحسين وتطوير العمل الإداري حيث تمثل الإدارة الإلكترونية الحقلة الجديدة في بناء تصور حديث لمفاهيم التطور الإداري، مما نتج عنه تحولاً جوهرياً في طرق أداء الخدمات سواء للمواطنين أو المؤسسات فيما بينها، فإدخال مفهوم الإدارة الإلكترونية كآلية لتطوير البنية المعلوماتية داخل المؤسسة بصورة تحقق تكامل وتوافق للرؤية ومن ثم تحقيق خطط المؤسسة من شأنها أن تحدث تغيير إيجابي وتطوير في جميع جوانب المؤسسة من أجل التخلص من الأسباب التي يعاني منها الجهاز الإداري عن أداء وظيفته بهدف رفع كفاءة وفعالية المؤسسة، وفي دراستنا تم التركيز على جانبين هما: ضبط مفهوم الإدارة الإلكترونية وأهم المشاكل والمعيقات التي تقف في وجه تطبيقها، والجانب الآخر خُصص لدراسة إسهامات الإدارة الإلكترونية في تحسين وتطوير العمل الإداري. The aim of this study revolves around highlighting the role of electronic management in improving and developing administrative work, where electronic managment represents the new link in building a modern vision of the concepts of administrative development, this has resulted in a fundamental shift in the ways in which services ara provided, whether for citizens or instotutions among themselves, the introduction of the concept of electronic management as a mechanism to develop the information infrastructure within the organization in a way that achieves integration and conformity to the vision and then achieves the plans of the organization that will make a positive change and development in all aspects of the institution in ordder to get rid of the reasons that the administrative apparatus suffers from performing its job in order to raise the efficiency and effectiveness of the institution, in our study, focus was placed on two aspects, namely controlling the concept of electronic management and the most important problems and obstacles that stand in the way of its application, the other side was devoted to studying Le but de cette étude s’articule autour de la mise en évidence du role de le gestion électronique dans l’amélioration et le développement du travail administratif, la gestion électronique représente le nouveau lien dans la construction d’un concept monderne de concepts de développement de gestion cela a entrainé un changement fondamental dans les méthodes de prestation de services, que ce soit pour les citoyens ou les institutions entre eux, entrer dans le concept de gestion électronique en tant que mécanisme pour les citoyens ou les institutions entre eux, entrer dans le concept de gestion électronique en tant que mécanisme pour développer l’infrastructure d’information au sein de l’organisation de maniére à réaliser l’intégration et la conformité à la vision, puis à réaliser les plans de l’institution qui apporteront un changement et un développement positifs dans les aspects de l’institution afin de se débarrasser des raison pour lesquelles l’appareil administratif souffre d’effectuer son travail afin d’augmenter l’efficacité et l’efficience de l’institution dans notre étude, l’accent a été mis sur deux aspects : la définition du concept de gestion électronique et les problémes et obstacles les plus importants qui entravent son applicayion, l’autre partie était consacrée à l’étude des contribution de l’administration électronique à l’amélioration et au développement du travail administratif.the electronic administration’s contributions in improving and developing the administrative work.
