صراع القيم الاجتماعية في المدن الجديدة بين المرحلين و اصولهم

الملخص
تحدد القيم الاجتماعية انطلاقا من طبيعة المجتمع المحلي سواء أكان ريفيا أو حضريا، فما يكون مقبولا في مجتمع معين قد يكون مرفوض في مجتمع أخرى، و هنا تبدأ مسألة صراع القيم تظهر بشكل كبير مع تداخل المجتمعات فيما بينها، لاسيما في ظل الحركية السريعة و مختلف التطورات التي شهدها العالم و التي تظهر ملامحها بشكل كبير في المدن، و اخص الذكر المدن الجزائرية التي عرفت تحولات كبرى منذ الاستقلال بزيادة نسب الهجرة الريفية نحوها، وانتشار ظاهرة ترييف المدن، الأمر الذي جعل من الحكومة تتبنى سياسة المدن الجديدة، كونها ستحد من نزوح 15 مليون نسمة إلى المدن الكبرى في أفاق سنة 2025، ومن المرجح أن يثير مشروع المدينة الجديدة تحولات مكانية و اقتصادية و اجتماعية كبرى، ورمت الحكومة من وراء هذا المشروع إلى ايجاد حلول لحالة الاكتظاظ و الضغط في المدن الموروثة من الحقبة الاستعمارية، و ذلك عن طريق تغيير التوزيع الجغرافي للسكان من خلال إنشاء أقطاب حضرية متكاملة تسمح بتحسين الحياة الحضرية. و برغم ما تم انفاقه على هذه المدن الجديدة، إلا أنها لم تحقق الأهداف المرجوة من إنشاءها، نظرا لسياسات الترحيل العشوائي لهذه المدن والتي لم ترفقها تطورات في البنيات الاقتصادية والخدمية والاجتماعية و حتى العمرانية، بإضافة إلى غياب رؤية حضارية لمفهوم المدن الجديدة، وهذا ما جعل منها مجرد مراقد سكنية كبرى لا حياة فيها، أدت إلى تنامي الصراع القيمي بين مختلف الفاعلين في الحياة الاجتماعية بالمدن، وصلت إلى حد العنف، ويرجع إلى المرجعيات الثقافية المختلفة، هذا المزيج السكاني صعب من عملية الاندماج الاجتماعي، وبتالي يصعب من عملية تكيف الأفراد مع نمط الحياة الجديدة، ما يخلق نوع من العلاقات الاجتماعية التي تمتاز اغلبها بسطحية و مصلحية وهي سمة أغلب الحياة الحضرية. الكلمات المفتاحية : القيم الاجتماعية؛ المدينة؛ الصراع القيمي؛ الاندماج الاجتماعي؛ المدينة الجديدة. Abstract: Determination of the Social values starting from the local community nature either rural or urban is acceptable thing in a particular society may be rejected in another one, and here the conflict of values issue largely appears within the societies lapping; in light of the fast mobility and different developments that the world has witnessed whose landmarks widely shown in the towns, I particularly mention the Algerian Towns that since independence have known big transformations by the rural migration increasing rates towards them and the spread of rural phenomenon in the towns, pushed the government to adopt the new cities policy for reducing the exodus of 15 million inhabitants to the big towns in the horizons of year 2025, and probably New Town Project will provoke great spatial, economic and social transformations, and the government’s purpose behind this project to find solutions to the crowding and pressure situations in the inherited towns since the Colonial Era, by changing the population geographical distribution through creating fusion urban poles that permitted to improve the urban life. In spite of spends on these new towns; yet they did not achieve their establishment desired goals, due to the random removal policies toward these tows without being accompanied by the economic, service, social infrastructures developments even urban ones; besides to the concept of new towns’ absence of a civilized vision, what made them just as major residential shelters, led to the growth of value conflict between the different actors of the social life in these towns reached the violence level because of various cultural references and this inhabitation mixture made the social integration process difficult, consequently harden the individuals’ adaption to the new life pattern resulted a type of social relationship mostly characterized by superficiality and interest which is the urban life feature foremost.
