الملخص
الملخص: يهدف هذا البحث الى دراسة واقع راس المال البشري لمؤسسات البحث العلمي بالجزائر و بتالي تبين مدى مساهمة الباحثين في عملية الإبداع التكنولوجي من خلال دراسة عدد براءات الاختراع على حسب تخصصات العلمية و تحليل عدد الباحثين وعدد طلبة دكتوراه بمراكز البحث العلمي و مخابر البحث ، و البيانات مأخوذة من وزارة التعليم العالي و البحث العلمي www.mesrs.dz لسنة 2018. واستخلصنا في الاخير ان مؤسسات التعليم العالي والبحث العلمي تلعب دور مهم في تكوين الباحثين من خلال توفير لهم عدد مهم من مخابر ومراكز البحث العلمي لتطوير كفاءات ومهارات الباحثين لتحقيق الانتاج المعرفي والعلمي و تعزيز التطوير التكنولوجي والابداع ، حيث بلغ عدد الباحثين في مركز تطوير الطاقات المتجددة (CDER )ب379 باحث ،اما مركز البحث في الاقتصاد التطبيقي من أجل التطوير (CREAD) بلغ العدد 58 باحث ، اما مخابر البحث تعرف تطور مهم في عدد طلبة دكتوراه حيث نجد مخبر علوم الهندسة بلغ العدد طلابها ب7933 طالب. اما عدد براءات الاختراع في مؤسسات التعليم العالي والبحث العلمي اكبر من وحدات البحث لوزارة التعليم العالي والبحث العلمي ومن مراكز البحث العلمي خارج وزارة التعليم العالي والبحث العلمي ومن وكالات البحث لوزارة التعليم العالي والبحث العلمي. Abstract : The objective of this research is to study the status of human capital of scientific research institutions in Algeria and to show the contribution of researchers in the process of technological innovation by studying the number of patents according to the scientific disciplines and analyzing the number of researchers and the number of PhD students in scientific research centers and research laboratories. Ministry of Higher Education and Scientific Research www.mesrs.dz for 2018. Finally, we conclude that the institutions of higher education and scientific research play an important role in the formation of researchers by providing them with an important number of laboratories and scientific research centers to develop the competencies and skills of researchers to achieve knowledge and scientific production and to promote technological development and innovation. The number of researchers in the Center for the development of renewable energies (CDER) 379 researchers, and the Center for Research in Applied Economics for Development (CREAD) the number of 58 researchers, while the research laboratories know an important development in the number of doctoral students where we find the laboratory of engineering sciences number of students 7933 students.
