الملخص
لقد أدى توجه الدولة نحو تعزيز مكانة البلدية إلى برز دور منصب الأمين العام في تسيير ها، وذلك نظرا لطبيعة الاختصاصات التي توكل له مهمة القيام بها، قصد ضمان وجود تسيير إداري بلدي فعال. لكن في ظل عدم وضوح الصلاحيات التي تمنح له، وتداخل اختصاصاته مع رئيس المجلس الشعبي البلدي، فإن هذا الأمر استدعى ضرورة وجود تأطير قانوني يوضح كافة الضوابط المتعلقة بهذا المنصب، وهو ما أتى به المرسوم التنفيذي رقم 16/320 الذي سنوضح من خلاله في هذه المقالة العديد من الجوانب المختلف حولها The country’s tendency towards promoting the status of the municipality led to the emergence of the management office of General Secretary. This is due to his specific duties in order to ensure an effective administrative management of the municipality. In light of the uncertainty of the authorities given to him, and the interference of his specific duties with the head of communal peoples’ assembly, this required a compulsory legal framing to clarify the controls of this position. It is issued by the executive decree No. 16/320 in which we clarify the different aspects of it in this article.
