متطلبات تحقيق التنمية المحلية وعوائقها - حالة الجزائر

الملخص
ملخص تهدف هذه الدراسة إلى البحث في المعوقات التي حالت دون تحقيق مستويات عالية من التنمية المحلية، استنادا إلى الواقع الجزائري في إطار النظام القانوني والمالي اللذان يحكمان نظام عمل الجماعات المحلية. وتطرقت الدراسة إلى عرض أهم المقومات والمتطلبات التي ترتكز عليها عملية التنمية المعنية، والمتمثلة أساسا في تطبيق مبادئ الحكم الراشد، والموارد البشرية المؤهلة والنزيهة، والموارد المالية الكافية. توصلت الدراسة إلى أن أهم عوائق التنمية المحلية هي ذات طابع هيكلي وتنظيمي، ومالي وبشري. واختتمت الدراسة ببعض الاقتراحات تستهدف معالجة بعض العوائق السالفة الذكر. الكلمات المفتاحية: التنمية المستدامة، التنمية المحلية، الجزائر، الجماعات المحلية. Abstract This study aimed to investigate the obstacles, preventing the achievement of high levels of local development, by focusing on the Algerian reality within the legal and financial system which manage the work of local communities. The study highlighted the most important elements and requirements that this development needs such as: the application of the principles of good governance, the availability of qualified and impartial human resources as well as enough financial resources. The study found that the most important obstacles of local development are structural, organizational, financial and human nature.
