الفقر من منظور التنمية الإنسانية المستدامة: دراسة في أشكال الحرمان

الملخص
الملخص: أحدثت مقاربة التنمية الإنسانية المستدامة تغييرا شاملا في توجه التنمية و مضمونها و آلياتها خاصة في مجال معالجة مشاكل الفقر في الدول النامية منها الجزائر. و اتخذت آثار هذا التغيير أبعادا واسعة و متنوعة، بعضها قد أدرك مداه، و بعضها الآخر مازال يتحداه. و تشكل عملية خلق و دعم الروابط بين النمو الاقتصادي و الديمقراطية و البيئة و الفقر، أهم مشاغل التحليل التنموي في عصر العولمة. و هذا يتطلب وضع هيكل بنيوي للكيفية التي يتم بها الربط بين الوسائل و الغايات. و خاصة في مجال سياسات معالجة مشاكل الفقر، وهي قضية تقع في مركز الاستقطاب للتحليل و التخطيط التنموي في الجزائر، والمتمثلة في بلورة سياسة هادفة و وضع المسار الدقيق الذي من خلاله يتحول النمو الاقتصادي إلى تنمية إنسانية مستدامة. و هنا يكمن التحدي الهائل للمجهود التنموي الهادف إلى القضاء على كافة أشكال الفقر والحرمان في الجزائر. The approach to sustainable human development has brought about a comprehensive change in the direction of development, its content and mechanisms, especially in the field of tackling poverty problems in developing countries, including Algeria. The effects of this change have taken on wide and varied dimensions, some of which have already realized its extent, while others are still challenging it. The process of creating and supporting links between economic and democratic growth, the environment and poverty is the most important concern of development analysis in the era of globalization, and this requires setting a structural framework for how the means and ends are linked, especially to tackle poverty problems. Which is a case that lies at the center of the polarization of analysis and development planning in Algeria, which is represented in formulating a targeted policy and setting the precise path through which economic growth turns into sustainable human development, and here lies the enormous challenge of the development effort aimed at eliminating all forms of poverty and deprivation in Algeria.
