الملخص
إنّ وراء كلّ تصرّف صالح مفهوما صحيحا، وتحتَ كلّ تصرّف فاسد مفهوما سيئا، وأصل كلّ علاقة ناجحة صلاح المفاهيم ووحدتها، وكلّ علاقة فاشلة منشؤها من فساد المفاهيم واختلافها؛ فكلّ اجتماع لا يتفق أهله على أصول اجتماعهم فهو اجتماع هشّ، وآيل إلى النزاع والفشل والزوال، وأيّما علاقة رسخت قواعد الاجتماع عند أصحابها؛ فهي علاقة متينة وإن كان ظاهرها الضعف. هذا، وإنّ الناظر فيما يجري اليوم في البلدان الإسلامية من شقّ كبير في العلاقة بين الراعي والرعيّة وما انجرّ عنه من فساد عريض؛ يجده ناشئا من خلل في تصوّر حقيقة هذا الاجتماع، وسوء فهم لطبيعة هذه العلاقة، وخطأ في تكييف نظام التعايش بين الحاكم والمحكوم. وهذا المقال؛ مساهمة مني في تصحيح هذه المفاهيم، لعلّه أن ينضم إلى البحوث الصادقة التي يروم صاحبها من خلال تحرير مطالبها استصلاح العلاقة بين الراعي والرعيّة، ومن هنا جاءت أهميته. الكلمات المفتاحية: حاكم- محكوم- حقوق- علاقة- مفاهيم. ملّخص المقال باللغة الإنجليزية Praise is due to ALLAH the Lord of the worlds, peace and blessings upon the Messenger sent as a Mercy to all the worlds. ABSTRACT: As a background to every righteous behavior there is a right concept. and under every wrong behavior there is a wrong concept. and the source of every successful relation are a true concepts with its united vision. At the same time the origins of every failed relation are a wrong concepts or views with their differences. Any meeting without an agreement of its members about its agenda or program will lead to a weak decisions, it will end also with a disagreement and differences. Every relation which strengthens the rules of any meeting or agreement between its members is considered as a successful and strong relation. even though it seems to be weak apparently. As a deduction or a result, if we see what happens in the Muslim world actually, which is the separation or division between the leaders and their populations and the corruption it leaded to. we will discover that the cause of their failure in most of the fields of life is a misunderstanding of this relation between the members of the society. added to that a wrong adaptation of the living system between the leader and his people. This article or study is a contribution towards correcting these concepts hopefully it will be joined to an objective analysis which aims through the elaboration of its chapters or content to achieve a true reform of the relation between the leaders and their people. At that step will appear the importance of this study.
