سوق الكهرباء في الجزائر بين التحرير والضبط الاقتصادي

الملخص
ان تحرير أسواق الكهرباء يمثل تحديا جوهريا، الغاية الرئيسية منه هي تشجيع المنافسة وتحفيز الكفاءة الاقتصادية. يهدف هذا البحث الى دراسة تجارب أسواق الكهرباء، كما سنستعرض تجربة الجزائر في ادخال المنافسة على قطاع الكهرباء. توصلنا الى أن التجربة الجزائرية أفرزت نموذجا يوازن بين قواعد المنافسة (آلية السوق) والضبط الاقتصادي، أي أن آليات السوق لا تستطيع ضمان الحد الأدنى من الخدمة العمومية ما يبرر تدخل الدولة عن طريق سلطة الضبط. Abstract : The liberalization of electricity markets is a fundamental challenge, its main purpose is to promote competition and stimulate economic efficiency. This research aims at studying the experiences of the electricity markets, and we will also review Algeria's experience in introducing competition in the electricity sector. We have concluded that the Algerian experience has produced a model that balances the rules of competition (market mechanism) and economic control. That it is to say, the market mechanisms cannot guarantee a minimum of public service which justifies state intervention through the control authority.
