الملخص
تُمثل هجرة الأدمغة الوجه الآخر للهجرة السرية ولكن ما يميزها هو توفر التأشيرة لدى المُهاجر وهي نتاج لتلك الرغبة الملحة للكفاءات لمغادرة بلدها نحو بلدان أخرى تفتح المجال لها للإبداع والتفوق، لذلك عادة ما نجد طموح الشباب خاصة خريجي الجامعات يتمثل في الحصول على التأشيرة لمواصلة مسارهم في دول أخرى ، وبالتالي تستفيد هذه الأخيرة منهم نتيجة سياسة التهميش والاهمال التي يمارسها البلد الأصلي عليهم اضافة إلى عدم توفر بيئة مناسبة للإبداع. The brain drain represents the other side of clandestine immigration, but what distinguishes it the most is the availability of the visa for the immigrant , It is the result of that urgent desire of the young competencies to leave their country towards other countries that may open the way for them to be creative and excel. Therefore, we usually find the aspiration of young people, especially university graduates, to obtain a visa to continue their path in other countries, and thus the latter mentioned benefits from them as a result of the policy of marginalization and neglect practiced by the original country on them, adding to all of this lack of an appropriate environment for creativity at the home countries .
