الملخص

تناولت هذه الورقة منهجية تقويم السياسات، ومنهجية إعادة بناء البرامج الحكومية، تتلخص مشكلة موضوع هذا المقال في السؤال التالي: ما هي أهم مراحل منهجية تقويم البرامج الحكومية وهل هناك أهمية إلى إعادة بناء المنهجية؟، واستخدم الباحث في هذه الورقة المنهج الوصفي التحليلي، كما خلصت موضوع هذه الورقة إلى عدة نتائج أهمها: تتميز العلاقة بين الشعوب ومنهجية تقويم السياسات الحكومية بعدم الثقة، تشعر الحكومات بأهمية العمل الذي تقوم به اتجاه البيئة، وعدم وجود نظام فعال لإصلاح البرامج الحكومية التي تعتمد على المعايير الموضوعية. This paper dealt with the methodology of evaluating policies and the methodology for rebuilding government programs. The problem of the subject of this article is summarized in the following question: What are the most important stages of the methodology for evaluating government programs and is there an importance to rebuilding the methodology ?, The researcher used in this paper the descriptive and analytical approach, as I concluded The subject of this paper is based on several results, the most important of which are: The relationship between peoples and the methodology of evaluating government policies is characterized by mistrust, governments feel the importance of the work they do towards the environment, and the absence of an effective system for reforming government programs that depend on objective standards.
