إعادة الإعمار: دراسة في طبيعة المفهوم

الملخص
تتناول هده الدراسة طبيعة مفهوم إعادة الإعمار بصفته مسار طويل يشتمل على مجموعة متنوعة من العمليات الاقتصادية والاجتماعية والأمنية، ويهدف لخلق بيئة أمنية مستقرة بعد نهاية النزاع والقضاء على الفوضى، ومن هنا يتداخل مع مفاهيم بناء الدولة وبناء السلام والتنمية، بهدف منع الانزلاق ثانية نحو الحرب، بضمان الانتقال إلى السلام، و لكن المفهوم يواجه العديد من التحديات المرتبطة بأهداف الفواعل الممولة له والمستفيدة منه، فبناء الدولة وإعادة إعمارها بعد الخروج من الحرب يحتاج لمشاركة الأطراف المحلية والإقليمية وحتى الدولية وهو ما يحتاج إلى استراتيجية شاملة متعددة المسارات تعيد بناء مؤسسات الدولة بما يضمن عودة الدولة للقيام بوظائفها الأساسية، ويضمن الأمن، وهو هدف سياسة إعادة الإعمار. This study deals with the nature of the concept of reconstruction as a long path that includes a variety of economic, social and security operations aimed at creating a stable security environment after the end of the conflict and the elimination of chaos and thus interferes with the concept of state building, peace building and development, preventing the slide back to war by ensuring the transition to peace, However, the concept faces many challenges related to the goals of the funded and benefiting from it. The construction and reconstruction of the state after the exit from the war requires the participation of local and regional parties and even international, which requires a comprehensive multi-track strategy Building state institutions feast which ensures the return of the state to carry out its basic functions, ensuring security, this is the goal of reconstruction policy.
