الملخص
لقد استقر القضاء الإداري على أن مسؤولية الإدارة عن أعمالها تقوم كقاعدة عامة على أركان ثلاث وهي الخطأ الضرر العلاقة السببية بينهما، بحيث ترجع أصالة القواعد الإدارية في هذا الصدد إلى ركن الخطأ، ثم تطورت إلى قيام المسؤولية الإدارية دون خطأ حيث تعتبر نوع حديث من المسؤولية التي تتحملها الإدارة حتى لو لم تركب أي خطأ. The administrative judiciary has established that the responsibility of the Department for its work rests as a general rule on three pillars, the fault being the causality of the relationship between them, so that the originality of the administrative rules in this regard is due to the element of error, and then evolved to the unfathomable discharge of administrative responsibility, which is a modern type of responsibility for the Department, even if it did not make any mistake.
