أثر الإدارة الإلكترونية على المبادئ التي تحكم سير المرفق العام

الملخص
إن عملية تحديث المرافق العامة مرتبط بتطبيق المبادئ والقواعد التي تحكم سير النشاط المرفقي، فتعديل وإصلاح وتنظيم هده الأخيرة لاسيما في علاقتها مع المنتفعين لا يمكن أن يخرج على النظام القانوني الذي يحكمها. مما خلق فئة جديدة من المرافق العامة من خلال ارتباطها بمجموعة جديدة من المبادئ والمفاهيم الــتي أضيفت إلى المبادئ الكلاسيكية وعززتها كمفهوم المرفق العام الإلكتروني، فتطبيق الإدارة الإلكترونية هو ضمان تكيف المرفق العام مع التطورات التقنية الحديثة ووسائل الإدارة الحديثة والمبادئ الحديثة في إطار المصلحة العامة وتغير حاجات المرتفقين وتحسين نوعية وجودة الخدمة العمومية. The public service modernization process is related with the application of principles and rules those govern the conduct of its activity. For that, any amendment, reform and organization of this latter, especially in its relation with beneficiaries, can not be out of the legal system that governs it. Public service matter led to create a new category of this kind, related with these new set of principles and notions, which is added to the classic one, and consolidating them, such as the public electronic service. The application of the electronic administration is a guaranty for the adaptation of public service with the new technical developments, new administration means and principles within the framework of public interest, changing of the beneficiaries needs, as well as providing a high quality of services for the public .
