ظاهرة الإرهاب الدولي وجهود الجزائر في مكافحته

الملخص
الملخص: إنه من الصعوبة بمكان التركيز عند إعطاء مفهوم للإرهاب الدولي على جانب العمل الإرهابي أو تعداد الأفعال الإجرامية وتحديد بواعثها، وهذا نظرا لاختلاف التعريفات والمفاهيم السائدة لدى المجتمع الدولي، وإن الإرهاب قد يكون سياسيًا أو عقائديًا أو تخريبي من دون أي قيود قانونية أو خلقية أو مكانية، وعلى كل حال فإن مكوِّنات العمل الإرهابي هي العنف المرتكب بأي وسيلة كانت، والمسبِّب لأذى جسدي أو خسارة مادية، بحق الأفراد الأبرياء، بقصد ترويع وتخويف الناس أو إهانتهم، أو من اجل الحصول على مكاسب معيَّنة، وذلك من دون تبرير للوسيلة المرتكبة. ولقد سعت المجموعة الدولية إلى تجريمه خاصة بعد أحداث الحادي عشر من سبتمبر 2001 بتطوير استراتيجيات مكافحته على الصعيدين الوطني والإقليمي من اجل تقديم الدعم والمساعدة المتكاملة في مجال بناء القدرات لمكافحة تمويل الإرهاب، والعمل على تشجيع الحوار والتفاهم ومكافحة الانجذاب إلى الإرهاب، وحماية حقوق الإنسان وحقوق الضحايا والأهداف المعرضة للخطر في سياق مكافحته. abstract: From this research, it is clear to us that it is difficult to give one acceptable definition of International Terrorism if we focus on the side of the terrorist act or the listing of criminal acts and define its motivations, and this is because of the different definitions and concepts prevailing in the international community, The terrorism may be politically or ideologically motivated action or a sabotage ,without any legal, ethical or territorial restrictions, The elements of the terrorist act is the violence perpetrated by any means, and causing physical harm or material loss, against innocent people, in order to terrorize and humiliated them, or for getting specific profits with unjustified means. The international community endeavored to incriminate this act, especially after the events of the eleventh September 2001 by developing strategies to fight it on both national and regional levels. The development of such strategies helps to provide full support and assistance in order to sharpen skills that allow fighting terrorism’s financing. It also helps to promote dialogue, to facilitate understanding, to fight the attraction to terrorism, and to protect the human rights and the rights of victims and targets at risk while fighting terrorism.
