الملخص
شكل الحراك الشعبي الجزائري ضربة قاسمة للفساد والمفسدين، عندما خرج الشعب بكل مكوناته وأطيافه يطالب بدولة الحق والقانون ومحاربة الفساد والمفسدين واستقلالية القضاء؛ فالتقارير الدولية في هذا المجال كثيرا ما كانت تصنف الجزائر طيلة السنوات الماضية في المراتب المتدنية عالميا. والجزائر واحدة من دول عديدة إن لم نقل أغلب دول العالم التي استشرى فيها الفساد لكن بدرجات متفاوتة، وبات يشكل أحد أكبر التحديات الراهنة، التي تستوجب التعاون الدولي بشأنها. لذلك، جاءت هذه الدراسة لتركز على تشخيص ظاهرة الفساد بمختلف تداعياتها خاصة تلك المتعلقة بحقوق الإنسان وبالأداء الحكومي،وبيان المؤشرات العالمية التي تنجزها المؤسسات الدولية المهتمة، ومن ثم العمل على تحفيز حكومات الدول عل التغيير خاصة ومنها الجزائر، وتقوية منظومة الحكم وبناء دستور تكون الأولوية القصوى فيه الوقاية من الفساد ومكافحته. The Algerian Popular Hirak was quite a blow to corruption and corruptors, when people of all stripeswere out in the streets claiming for a state of rights and justice, fighting corruption and corruptors and for judicial independence; as international reports in this regard often ranked Algeria in the last spots throughout the past years. Algeria is one of many countries, if not the most one worldwide, where corruption has spread but to varying extents, and has become one of the biggestcurrent challenges that requires internationalcooperation to deal with it.Hence,this study came for focus on diagnosing the phenomenon of corruption with its different implications, especially those relating to human rights and governmental performance, and show the global indicators in order to motivate countries’ governments to change, and to strengthen the governing system by making good use of transparency, accountability and supremacy of law, and building a constitution in which the highest priority is to prevent and combat corruption.
