الملخص
الملخص: هدفت الدراسة إلى الكشف عن واقع التخطيط الاستراتيجي ودوره في إدارة الأزمات من وجهة نظر العاملين في بلدية دورا، تكونت عينة الدراسة من (59) عامل وعاملة في بلدية دورا. تم اتباع المنهج الوصفي التحليلي لأنه الأنسب إلى معرفة الواقع لجوانب الدراسة. حيث استخدم فريق البحث الاستبانة كأداة للدراسة وجمع البيانات اللازمة، حيث تكونت الاستبانة من (5) أقسام وهي (أهمية التخطيط في إدارة الأزمات، متطلبات نجاح التخطيط الاستراتيجي لإدارة الأزمة. معوقات استخدام التخطيط الاستراتيجي في إدارة الأزمات، دور التخطيط الاستراتيجي في الاكتشاف المبكر للأزمة، دور التخطيط الاستراتيجي في احتواء الأضرار). أشارت نتائج الدراسة إلى وجود دور مرتفع جدا للتخطيط الاستراتيجي في إدارة الأزمات، وتبين أهمية مرتفعة جدا للتخطيط في إدارة الأزمات في بلدية دورا. كما تبين أن متطلبات نجاح التخطيط الاستراتيجي لإدارة الأزمة في بلدية دورا جاءت بدرجة مرتفعة جداً. وتبين أن درجة معوقات استخدام التخطيط الاستراتيجي في إدارة الأزمات في بلدية دورا جاءت بدرجة مرتفعة جداً. كما تبين أن دور التخطيط الاستراتيجي في الاكتشاف المبكر للأزمة في بلدية دورا جاءت بدرجة مرتفعة. وتبين أن دور التخطيط الاستراتيجي في احتواء الأضرار في بلدية دورا جاءت بدرجة مرتفعة. كما اثبتت النتائج عدم وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (0.05≥α) في دور التخطيط الاستراتيجي في إدارة الأزمات في بلدية دورا تعزى لمتغيرات:( الجنس، التخصص، المؤهل العلمي، سنوات الخبرة، مكان السكن). وخرجت الدراسة بعدة توصيات منها:(التأكيد على اشتمال التخطيط الاستراتيجي في البلدية لعناصر القوة والضعف فيها، والتعرف على الفرص والتهديدات التي تهددها من خلال التحليلي البيئي، العمل على تفعيل وسائل وطرق الاتصال الفعالة بين العاملين والإدارة في البلدية لما لذلك من دور في احتواء الأزمة والتعامل معها بشكل أسرع، العمل على إشراك جميع العاملين في البلدية في التخطيط الاستراتيجي، لما لذلك من دور في الإحاطة بكافة أبعاد وظروف بيئة العمل في البلدية). The study aimed to reveal the reality of strategic planning and its role in crisis management from the point of view of workers in Dura municipality. The study sample consisted of (59) workers and workers in Dura municipality. The descriptive and analytical approach was used because it is the most appropriate to know the reality of the aspects of the study. Where the research team used the questionnaire as a tool to study and collect the necessary data, the questionnaire consisted of (5) sections, namely (the importance of planning in crisis management, the requirements for the success of strategic planning for crisis management. Constraints in the use of strategic planning in crisis management, the role of strategic planning in the early detection of the crisis, The role of strategic planning in containing damages). The results of the study indicated that there is a very high role for strategic planning in crisis management, and it shows a very high importance for planning in crisis management in Dura municipality. It was also found that the requirements for success of strategic planning for crisis management in Dura municipality came at a very high degree. It turned out that the degree of obstacles to the use of strategic planning in crisis management in Dura municipality came at a very high degree. It was also found that the role of strategic planning in the early detection of the crisis in the Dura municipality came at a high degree. And it turned out that the role of strategic planning in containing the damages in Dura municipality came at a high degree. The results also demonstrated the absence of statistically significant differences at the level of significance (α≤ 0.05) in the role of strategic planning in crisis management in Dura municipality due to the variables: (gender, specialization, educational qualification, years of experience, place of residence). The study came out with several recommendations, including: (Emphasizing the strategic planning in the municipality includes elements of strength and weakness in it, identifying the opportunities and threats that threaten it through environmental analysis, working to activate the effective means and methods of communication between workers and management in the municipality because of this role in containing the crisis and dealing with it faster, working on The involvement of all workers in the municipality in strategic planning, because of this role in surrounding all dimensions and conditions of work environment in the municipality).
