الملخص
الدولة الافريقية مازالت تعيش مرحلة البناء والتحول للنظم الديمقراطية لتأسيس دولة القانون استنادا للخصوصية الافريقية، نظرا للتعدد الاثني والثقافي الذي ساهم في إضعاف الانتماء الوطني وبالتالي عرقلة بناء الدولة، التي واجهتها التحديات التي أفرزتها العولمة والسعي إلى الأخذ بنموذج الدول الغربية، بالإضافة إلى التهديدات الأمنية الجديدة التي أثرت في البناء الاجتماعي والسياسي والاستقرار الأمني Abstract:. African countries still lives the stage of construction and transformation of democratic system to establish the state of law based on African privacy, given the ethnic and cultural multitude that contributed to the weakness of national belonging thus a blocking of building the state, which faced by the challenges made by globalization and the pursuit to make the model of western countries, in addition the new security threats that have been affected in social and political construction and security stability.
