الملخص
من خلال هذه الورقة البحثية سنحاول التطرق إلى أحد أهم متطلبات حوكمة المنظمات العمومية من منظور المؤسسات الدولية حيث تقر هذه الأخيرة بضرورة توفر الأرضية المساعدة على تفعيل هذا التوجه ،باعتبار أن المنظمات العمومية تمثل واجهة النشاط الحكومي، ويتعلق الأمر هنا بمفهوم الحكم الراشد للدولة ،حيث أنّ التسيير في المنظمات العمومية له خصوصيات ترتبط بطبيعة هذه الأخيرة وما لها من مهام وأدوار مشتقة من مهام الدولة ، وهو ما سنحاول توضيحه مسلطين الضوء في ذلك على أهم معالم الحكم الراشد وأهميته في ضمان حوكمة فعالة للمنظمات العمومية وذلك من خلال عرض أهم المقومات التي يقوم عليها والتي تمثل بدورها مقومات حوكمة المنظمات العمومية وذلك حسب الدراسات المقدمة والمعتمدة من طرف المؤسسات الدولية . Through this paper we will try to discuss one of the most important requirements of public organizations governance from the perspective of international institutions where the latter recognizes the need to provide a background to help activate this approach, as public organizations represent the interface of government activity, and here is the concept of good governance of the state. Management in public organizations has particularities related to the nature of the organizations and its functions and roles derived from the functions of the state, which we will try to clarify by highlighting the most important features of good governance and its importance in ensuring effective governance of public organizations through the presentation of the most important elements, which in turn represent the elements of public organizations governance, according to studies presented and approved by international institutions.
