الإنفاق العام الاستثماري ودوره في تنويع هيكل الاقتصاد الجزائري خارج قطاع المحروقات

الملخص
يهدف هذا البحث لمعرفة دور الإنفاق العام الاستثماري في تنويع هيكل الاقتصاد الجزائري وتنويع نشاطه الإنتاجي وصادراته خارج المحروقات خلال الفترة 2001-2018. من خلال استعراض تطور الإنفاق العام الاستثماري وقياس التنويع الاقتصادي بمؤشر هيرفندل-هيرشمان وقياس التنويع الهيكلي بمؤشر التغير الهيكلي. وخلص بحثنا بأن الإنفاق الحكومي الاستثماري لم يلعب دورا فعالا في لتنويع الاقتصاد بحيث بقيت المداخيل النفطية الممول الأساسي لميزانية الدولة، كما لم تفوق مساهمة الصادرات خارج المحروقات 6% من إجمالي الصادرات، ولم تقل قيمة مؤشر هيرفندل عن 0.10 للفترة من 2001 إلى 2018. Abstract: This research aims to know role of public investment spending in diversifying the structure of the Algerian economy, diversifying its production activity, and exports outside of hydrocarbons during the period 2001-2018. By reviewing the development of public investment spending and measuring economic diversification using the Herfindal index and measuring structural diversification using the structural change index. Our research concluded that, to government investment spending, it did not play an effective role of economic diversification, so that oil revenues remained the main financier of the state budget, and the contribution of exports outside of fuel did not exceed 6% of total exports, and its value Herfindal index for 0.10 for the period from 2001 to 2018 Résumé: Cette recherche vise à connaître le rôle des dépenses publiques d'investissement dans la diversification de la structure de l'économie algérienne, la diversification de son activité de production et des exportations hors hydrocar- bures sur la période 2001-2018. En examinant l'évolution des dépenses d'investissement public et en mesurant la diversification économique à l'indice Herfindel et en mesurant la diversification structurelle à l'indice de changement structurel. Notre recherche a conclu que, investissement du gouvernement, il n'a pas joué un rôle efficace en pour diversifier l'économie, de sorte que les revenus pétroliers sont restés le principal financier du budget de l'État et que la contribution des exportations hors combustibles n'a pas dépassé 6% du total des exportations et la valeur de Indice Herfindel de 0,10 pour la période de 2001 à 2018.
