الملخص
يعتبر كل من لعنة الموارد والداء الهولندي من أهم المفاهيم المرتبطة باقتصاديات الموارد الطبيعية، وفي مقدمتها الاقتصاديات النفطية، وهما مفهومان يعبران عن تلك الحالة الاقتصادية التي تنشأ عند حدوث طفرة مالية في بلد ما بسبب اكتشاف وتصدير المورد الطبيعي (النفط)، وما ينتج عن ذلك من آثار سلبية مرتبطة أساسا بنمو الصناعات الخدمية المصاحبة لاستخراج النفط، في مقابل تراجع كبير لدور القطاع الزراعي وقطاع الصناعات التحويلية، مع العلم أن هذه القطاعات هي التي تسهم بشكل كبير في العملية التنموية. وفي هذه المقال سنتطرق إلى مختلف الجوانب النظرية المرتبطة بمضمون كل من لعنة الموارد والداء الهولندي، بالإضافة إلى محاولة تقييم مدى إصابة كل من الاقتصاد الجزائري ونظيره النرويجي بهما؟ Both the resource curse and Dutch disease are considered as the most important concepts related to the economics of natural resources, particularly the economies of oil, the two concepts reflect the economic situation that happens because of the discovery and export of natural resource (oil ) that will be followed by a financial surpluses , and the negative effects mainly associated with the growth of service industries associated with the extraction of oil . This situation will generate a significant decline of the role of the agricultural and manufacturing sectors, knowing that these are the sectors that contribute significantly to the development process. In this presentation we will try to talk about the various theoretical aspects associated with the two concepts of the resource curse and Dutch disease, in addition to trying to evaluate in which extent of the Algerian and Norwegian economies are touched by them?
