الملخص
تعتبر مسألة هندسة و تصميم النظم الإنتخابية حسب البيئة المحلية المعقدة مكونا أساسيا في العملية الإنتخابية ،وهي التي لا يمكن التطرق لها بمعزل عن مسائل البناء الدستوري والمؤسسي ،بإعتبارها حيوية لمجالات أخرى متعددة مثل إدارة الصراعات بين السلطة الحاكمة والمعارضة . تهدف هذه الدراسة إلى البحث والتقصي في جوانب القصور التقني في العمليات الإنتخابية وكذلك في البيئات الحاضنة للعمليات الإنتخابية والسلوك الإنتخابي المشاركاتي للفرد والمجتمع المدني ومدى إستجابتها لشروط التحول السياسي الديمقراطي، بالإضافة إلى إقتراح تصميم وهندسة نمط إقتراع أو تصويت شفاف ونزيه يرفع من نسبة المشاركة في الإنتخابات المختلفة وبالتالي القضاء على العزوف أو الحد منه. Abstract: The issue of engineering and designing electoral systems according to the complex local environment is an essential component in the electoral process, and it cannot be addressed in isolation from issues of constitutional and institutional building, as it is vital to many other areas such as managing conflicts between the ruling authority and the opposition. This study aims to research and investigate the technical deficiencies in the electoral processes, as well as in the incubating environments of the electoral processes and the participatory electoral behavior of the individual and civil society and the extent of their response to the conditions of democratic political transformation, in addition to proposing the design and engineering of a transparent and fair voting pattern or vote that raises the rate of participation in the various elections Thus eliminating or limiting abstention.Keywords: Electoral System Engineering, Digital Voting, Blockchain, Electoral Behavior.
