المجتمع المدني ورهانات تفعيل الديمقراطية التشاركية :دراسة مقارنة بين الجزائر والمغرب

الملخص
الملخص: لقد طرح سُؤال الديمقراطية التشاركية في السنوات الأخيرة بكل من الجزائر والمغرب كرد فعل مباشر لأزمة الديمقراطية التمثيلية؛ وعزوف الفرد عن الشأن السياسي (الشأن العام)، ماجعل المشرع يبحث عن بديل يطرح مكانة أخرى للفرد كمواطن يهتم بالفضاء العمومي، بدل الانكفاء على فضائه الخاص ومصالحه الشخصية؛ فمنظمات المجتمع المدني أصبحت جهات فاعلة مهمة في تقديم الخدمات الإجتماعية وبشكل أعم في تنفيذ برامج التنمية. ما يجعلنا نتفهم الإستحضار القوي لهذه الجمعيات في الخطاب الرسمي، بغية تأطير الأفراد و ضمان مشاركتهم اليومية، من خلال إرساء المشرع في كلا التجربتين مجموعة من القوانين التنظيمية ،رغبة منه في إعادة بناء الثقة السياسية والتواصل السياسي بين المسؤول والمواطن. Resume La question de la démocratie participative est fortement posé ces dernières années en Algérie et au Maroc En réaction directe à la crise de la démocratie représentative,le citoyen est plus en plus inactif politiquement dans la démocratie représentative,face à cette situation le législateur à cherché d’autre mécanisme alternative,au lieu de prêter attention à ses propres intérêts ;Et les organisations de la société civile sont également devenues des acteurs importants dans la fourniture de services sociaux et plus généralement la mise en œuvre de programmes de développement. Ce qui nous fait comprendre la forte présence des associations dans le discours officiels ;dans le but est d’assurées la participation des citoyens dans la vie publique,Telle est la volonté du législateur algérien et marocain de reconstruire la confiance politique et la communication politique entre legouveneur et le gouvené. Summury The question of participatory democracy has been raised during the past couple of years in both Algeria and Morocco as a direct reaction towards representative democracy crisis and peoples political alienation. This state of affairs motivated the legislature to look for an alternative which could give a standing for the individual as a citizen caring about the public space,instead of his own space and personal interest. Civil society organizations are responsible for producing values of participation,control,dialogue, and the like..which are the same values for building participatory democracy.This perhaps what emphasizes the use of such forces in the official discourse in order to frame individuals and to guarantee their daily participation through maintaining in both experiences a series of regularatory laws by legislature.Thus rebuilding trust and political communication between the official and the citizen.
