الملخص

تهدف هذه الدراسة الى معرفة اثر الاختلاف في البنية التحتية لتكنلوجيا المعلومات و الاتصال و الأنظمة الداعمة كبيئة الاعمال على مدى استخدام تكنلوجيا المعلومات و الاتصال في المؤسسات صغيرة و متوسطة الحجم الجزائرية و مقارنتها بنظيرتها الفرنسية؛ حيث تم التطرق في هذه الورقة الى العوامل المؤثرة على تبني تكنلوجيا المعلومات و الاتصال، لندرس بعدها مجموعة مؤشرات اقتصادية قابلة للقياس للمقارنة بين مستوى هذه التكنولوجيات في الجزائر و فرنسا، و من ثم تم تحليل استبيان لعينة من المؤسسات الصغيرة و المتوسطة في البلدين لدراسة الفروقات؛ و قد توصلنا في ورقتنا البحثية من خلال دراستنا للعينة ان البنية التحتية المختلفة في البلدين لهذه التكنولوجيات و البنية الداعمة الاقتصادية و التنظيمية اثرت على مستوى الاستخدام في مؤسسات القطاع بشكل طردي، و لكن هذا التأثير يعزى بشكل متوسط للفروقات في البنية حيث تنسب الاختلافات في النتائج أيضا الى العوامل الأخرى؛ كما استنتجنا كنتيجة فرعية ان مستوى الاستخدام في قطاع المؤسسات الصغيرة و المتوسطة لا يتعدى مستويات محددة متوسطة نتيجة ما نرجعه لخصائص هذا النوع من المؤسسات. The purpose of this paper is to study the impact of information and communication technology (ICT) infrastructure and supporting systems such as the business environment on the use of ICT in small and medium-sized Algerian enterprises and their French counterpart. The factors affecting adoption of information and communication technologies was discussed; then we presented a set of measurable economic indicators to compare the level of these technologies in Algeria and France, to be followed by analysing data of surveys for a sample of small and medium enterprises (SME) in both countries in order to compare the difference between the levels of ICT adoption. Through this paper we have found that ICT infrastructure and the economic and regulatory support structure are positively related to a better usage of ICT in SMEs. However, this effect is attributed moderately to infrastructure differences, where these differences in results are also attributed to other factors. And as a sub-result, we concluded that the level of ICT use in the SMEs do not exceed certain levels as a result of what we refer to this type of enterprises’ characteristics.
