تقييم أداء بعثات السلام الأممية: نقاشات النجاح والفشل

الملخص
ملخص: لا يعتبر التشكيك في نجاح عمليات السلام والتحقيق فيها نشاطًا بحثيًا جديدًا. ومع ذلك، لا يزال هناك العديد من الأسئلة المفتوحة في هذا المجال، وإحدى النقاط الحاسمة في تحليل نجاح عمليات السلام هي تعريفنا للنجاح في حد ذاته. والذي سيسهم في تقييم نزيه يوضح العتبات التي تميز عملية السلام الفاشلة من عملية ناجحة. في هذه المقالة سيتم استكشاف العديد من المناقشات حول معايير النجاح. سعت هذه الورقة الى الإحاطة بأكبر قدر ممكن من المعايير التي يدور بشأنها النقاش في مجال تقييم عمليات السلام الأممية، وخلصت إلى أن عمليات السلام قد تنجح بشكل جيد في بعد واحد بينما تفشل في بُعد آخر ،مما يسمح بظهور فئتي الإخفاق الجزئي و النجاحات الجزئية في آداء حفظة السلام. Abstract: Research Questioning the success and investigation of peace operations is not a new research activity. However, there are still many open questions in this area, and one of the critical points in analyzing the success of peace operations is our definition of success itself , which will contribute to an impartial assessment that highlights the thresholds that characterize a failed peace process from a successful one. In this article, many discussions about success criteria will be explored . There are many excellent analyzes of the success of peace operations , that are useful to understand the impact of many criteria separately. Though, what seems to be missing is an attempt to assess the results of these various criteria when combined together. To address this gap, this paper sought to capture as much as possible the criteria for discussion in the field of assessing international peace operations. Peace operations may work well in one dimension while failing in another dimension, allowing the emergence of categories of partial failure or partial successes in the performance of peacekeepers.
