استخدام بطاقة الأداء المتوازن في تقويم أداء مؤسسات التعليم العالي "حالة جامعة طاهري محمد بشار"

الملخص
تسعى هذه الدراسة إلى تقييم أداء مؤسسات التعليم العالي باستخدام بطاقة الأداء المتوازن بالتطبيق على جامعة طاهري محمد بشار، ومن أجل تحقيق ذلك تمَّ الاعتماد على المنهج الوصفي التحليلي، حيث تكوَّن مجتمع الدراسة وعينته من كافة المدراء الأكاديميين والإداريين في هذه الجامعة، وُزعت عليهم استمارات الاستبيان. كما اعتمدنا في تحليل البيانات على أساليب الإحصاء الوصفي باستخدام برنامج (SPSS). وتوصلت الدراسة إلى عدة نتائج أهمها أن مستوى الأداء المؤسسي من منظور بطاقة الأداء المتوازن لجامعة طاهري محمد جاء متوسطاً من حيث إجابات أفراد عينة الدراسة، وذلك بسبب ضعف استجابة هذه الجامعة لمطالب التغيير والتطوير الواجبة للتكيف مع المتغيرات والتحديات المحلية والعالمية،خاصة في ظل غياب إستراتيجية واضحة للجامعة محل الدراسة. This study aims to Performance evaluation of higher education institutions using the Balanced Scorecard, with Tahri Mohamed university as study case. In order to achieve this, a descriptive and analytical approach has been adopted, which represents the target population including academic managers and the administrative staff in this university. A questionnaire has been administered to them. The analysis of the data collected was based on descriptive statistics and inferential methods using the SPSS software. The study was concluded with several findings, the most important of which was the institutional performance level from the Balanced Scorecard perspective to the University of Tahri Mohammad was average performance according to the trends of the study sample. Because of the weakness of the university response to the demands of change and development due to adapt to the local and global variables and challenges, especially in the absence of a clear strategy for the University under study.
