سياسة الجوار الأوروبية : الفرص والتحديات

الملخص
الملخص تناولت هذه الدراسة السياسة الأوروبية للجوار، التي تم إطلاقها في عام 2004، ذلك أنها شكلت جانبا أساسيا في السياسة الخارجية للاتحاد، بغية معالجة بعض المسائل ذات الأهمية الاستراتيجية في الجوار الأوروبي، في مقدمتها دعم الاستقرار وتعزيز التعاون الاقتصادي مع دول الجوار المتوسطي على وجه الخصوص، ومواجهة المنافسة المتنامية لبعض القوى الاقتصادية الصاعدة. لذلك ستكون هذه الدراسة فرصة لتسليط الضوء على التحديات الداخلية المتنامية، أو بسبب الأزمات القائمة في دول الجوار، ومدى قدرة صانع القرار الأوروبي على مواجهتها. سواء داخليا بعد خروج بريطانيا من الاتحاد وصعود اليمين المتطرف إلى جانب تدفق المهاجرين السريين، فضلا عن تأثير غياب التضامن بين الدول الأعضاء. أو إقليميا من خلال التطورات الحاصلة منذ 2011 في دول جنوب البحر المتوسط وشرقه. كما ستسمح هذه الدراسة باستشراف مستقبل هذه السياسة الذي يرتبط بشكل كبير بمدى قدرة الاتحاد الأوروبي على التعامل مع هذه التحديات، إلى جانب قدرته على مواجهة القوى الدولية المنافسة له في المنطقة. Abstract This study will examine the European Neighbourhood Policy, which was launched in 2004, as an essential aspect of the Union's foreign policy, in order to solve certain problems of strategic importance in the European Neighbourhood. The first of which is to support stability and strengthen economic cooperation with these countries, and to face the growing competition from some emerging economic powers. Consequently, this study will be an opportunity to highlight the growing internal challenges, or the crises in neighbouring countries, and the capacity of the European decision-makers to face them. Among other things, the departure from Great Britain and the rise of the extreme right alongside the influx of illegal immigrants, as well as the impact of the lack of solidarity between the Member States. On the other hand, the events since 2011 in the southern and eastern Mediterranean countries. This study will also predict the future of this policy, by evaluating the European Union's capacity to face these challenges, and to face the competition of international powers in the region.
