الملخص
الملخص: يتبوأ البرلمان مكانة هامة في الأنظمة الدستورية المعاصرة باعتباره المعبر عن إرادة الأمة والمجسد لرغباتها ومطالبها، ويتم ذلك من خلال حرص النواب المكونين لهذا المجلس التشريعي على أداء الواجب المنوط بهم أحسن قيام والسهر على المشاركة الفعلية في سن القوانين والرقابة الصارمة على أعمال السلطة التنفيذية عن طريق الوسائل القانونية المتاحة. ولكن الملاحظ في كثير من الدول هو تراجع دور البرلمان وهيمنة السلطة التنفيذية على باقي السلطة في الدولة، ولعل من بين الأسباب التي أدت إلى هذا الوضع هو تقاعس النواب عن أداء دورهم وغيابهم عن أشغال البرلمان، وعدم وجود رادع يجبر النواب على الالتزام بواجباتهم، ومن خلال ما سبق فقد حاولت من خلال هذا البحث أن أحلل ظاهرة غياب النواب في البرلمان الجزائر مبينا أسبابه وأثره، وكذلك المبررات والعقوبات المقررة قانونا في حالة الغياب. It is noticeable in many countriesو that the role of the parliament is declining and the executive authority dominates the rest of the state,One of the reasons that led to this situation is the failure of MPs to fulfill their role and their absence from the work of parliament, and the absence of a deterrent that forces MPs to abide by their duties, I have tried through this research to analyze the phenomenon of the absence of deputies in the parliament Algeria, indicating its causes and impact, as well as justifications and penalties prescribed by law in the case of absence.
